The UK government is reportedly planning to enable British individual investors to easily purchase shares in prominent American companies like Tesla, as part of an initiative by the Treasury to encourage greater investment participation, according to sources familiar with the matter. This move is seen as a response to the prolonged period of high inflation, aiming to stimulate increased investment of personal savings.

Presently, investors are unable to hold fractional shares within an Individual Savings Account (ISA), rendering it financially prohibitive for many retail investors to acquire stocks of major global corporations. Discussions are underway to potentially amend longstanding legislation to permit fractional shares within ISA accounts. Earlier in June, reports emerged that certain stock trading apps allowed users to hold such shares in ISAs, potentially exposing them to tax implications. The contemplated regulatory change would legitimize this practice.

Sir Steve Webb, a former pensions minister who now consults at LCP, noted that the intention is to make investing in recognizable stocks more accessible by removing obstacles. The government’s objective is to encourage broader share ownership among the British populace.

Sources indicate that Treasury officials have been actively gathering input from investment firms, trade associations, and stock market trading entities for the past six months to assess potential reforms.

The government is reportedly inspired by the US model and seeks to bolster investment activity among UK citizens. Treasury Minister Andrew Griffith emphasized the cultural and societal impact of enhancing individual share ownership, stressing the importance of nurturing a deeper understanding of business and investment.

Reuben Overmark, representing trade body The Investment Association, underscored the need for modernized investment regulations that reflect the evolving landscape and foster broader market participation. He stressed the importance of collaborating to find solutions that benefit both individuals and the broader economy.

The Treasury affirmed its continuous pursuit of avenues to enhance the appeal of ISAs and indicated its ongoing review of eligible asset criteria. As plans continue to evolve, the government is aligning efforts to foster increased investment in British enterprises as part of its economic expansion blueprint.
