The Energy Bills Support Scheme fell short of aiding nearly 750,000 households, resulting in a cumulative loss of nearly £3 million, according to a charitable organization. Among these, over 50,000 households in Yorkshire were affected, with just 16.6% of them receiving the intended £400 payment. This percentage ranks Yorkshire as the third lowest in the country in terms of uptake, trailing behind London and the North East.

The fund primarily caters to households that lack a direct affiliation with a domestic energy supplier, including those residing in park homes or on boats. However, the Public Accounts Committee (PAC) had previously criticized this initiative. In a report from June, members of parliament noted that numerous qualifying households, especially those with unconventional supply arrangements, only became eligible for support at the end of February—almost five months after mainstream scheme discounts began reaching consumers.

Recent data procured through Freedom of Information requests by Age UK has shed light on the situation. The information, which pertains to approximately 883,000 eligible UK households with unique supply circumstances, underscores that only around 17% of these homes, roughly 150,000, received the designated £400 energy assistance during the current year.

When analyzing the recipients of the financial aid, Age UK discerned patterns. Among the eligible groups, care home residents were the least successful in accessing the support, with only 7% of them receiving the energy grant. In contrast, around 35% of park home and houseboat residents managed to avail themselves of the assistance, along with a majority of eligible heat network users at 58%.

The government asserted its commitment to safeguarding families from winter price hikes, highlighting its investment of substantial funds for this purpose. It also emphasized its multifaceted approach to raising awareness about the scheme among eligible households. However, the charity countered these claims by asserting that the results indicated a failure of the scheme for its intended users. The charity attributed this lack of success to an intricate and time-consuming application process, which it argued had not been adequately publicized.
